Today’s CIOs are caught between a rock and a hard place.  On one side, their teams are engaged with a seemingly constant stream of tasks to Keep the Lights On (KTLO) –and doing so with reduced budgets. On the other, they are asked to innovate, to be dynamic, to create organizations that push boundaries and invent constantly.  These twin pressures create a sort of schizophrenia and the CIO is forced to switch personalities constantly.
