"What OMB has asked is that agencies come in by November 2 with plans on how they're going to save 3.5 percent of their contracting dollars for the next fiscal year and the year after that. I think we ought to step up to the plate and be creative and think about it. I have some ideas of my own, but also I just want to get the discussion going." Some ideas, he hopes, can be applied governmentwide to increase efficiency.
